Boro, meaning “great” or “honorable” and Budur meaning “Buddha.” When viewed from above, the stupa takes the form of a giant tantric Buddhist mandala, simultaneously representing the Buddhist cosmology and the nature of mind. The structure is split into three tiers, (1) represents bound by desires (2) represents abandonment of desires but bound by name and form (3) represents nirvana, or unbound and free of name and form.
